Living without any fundamental rehabilitation services or basic mobility access in their community, the FUVIRESE founders were convinced that the only way to receive needed services was to create their own organization that addressed these needs.

This goal was very ambitious for a group of handicapped people in a rural area of a poor nation that had no existing system of handicapped care.
